History
In 1998, the Philippine government implemented a developmental project known as the San Roque Multipurpose Project (SRMP). This project necessitated the dislocation of 660 families and affected the lives of some additional 3,000 families using the Agno River for their livelihood in the municipalities of San Manuel and San Nicolas in the province of Pangasinan; and, Itogon in the province of Benguet.
The project affected peoples have to continue living with the new environment resulting from the involuntary displacement and physical transformation within the impacted areas. Realizing the uncertainties invariably expressed by the affected people in various fora with the project proponent, a group of civic-minded citizens led by Ret. VAdm. Virgilio Q. Marcelo (AFP) constituted and organized the Pag-rangayan Community Development Foundation, Inc. in January 2003 to serve as an advocate of the people in facilitating a comprehensive rehabilitation of communities affected by government developmental projects such as the SRMP, and help them uplift the quality of life; and, protect its environment and natural resources for the general well-being of all concerned.
The Foundation was activated in 2006. In April 2006, the San Roque Power Corporation (SRPC) turned over to PCDFI the implementation of the Comprehensive Livelihood Rehabilitation Program (CLRP) for the families that were adversely affected by the San Roque Multipurpose Project.
